徐福宏 Frank Tsui

東方匯理(Amundi)亞洲 (日本除外) 責任投資拓展主管

徐福宏 Frank Tsui, CESGA 徐福宏先生於 2025 年 1 月獲任命為東方匯理資產管理亞洲（除日本）責任投資發展主管。他常駐香港，領導亞洲地區責任投資策略的落實，以及區域層面的相關倡議活動，涵蓋所有業務板塊及客戶單位。 在加入東方匯理資產管理之前，徐福宏先生曾於惠理集團任職超過9年，擔任ESG 投資與客戶投資組合管理主管。他領導集團 ESG 投資相關職能，包括 ESG投資組合管理、建立及整合 ESG 投資流程、研究、盡職治理及策略發展等。此外，他亦曾擔任集團 ESG 委員會主席，領導監督集團 ESG 治理架構及相關實務運作。 徐福宏先生擁有超過24年的資產管理及財富管理經驗，過去曾任職於瑞銀集團、寶盛集團、美林證券及摩根資產管理。他畢業於美國俄亥俄州立大學 Max M. Fisher 商學院，取得金融與經濟學學士學位，並持有註冊ESG分析師（Certified ESG Analyst, CESGA）資格。 Frank Tsui was appointed as the Head of Responsible Investment Development for Asia ex-Japan at Amundi in January 2025. Based in Hong Kong, Frank leads the implementation of responsible investment strategies, as well as advocacy initiatives across the region, encompassing all business segments and client units. Prior to joining Amundi, Frank spent over 9 years at Value Partners Group, where he was the Head of ESG Investment and Client Portfolio Management. Frank led the group’s ESG investment functions, including ESG portfolio management, established and integrated ESG investment process, research, stewardship and strategic developments etc. He was the Chairperson of the group’s ESG Committee to oversee the group’s ESG governance and practices. With over 24 years of experience in asset and wealth management, Frank has held positions at UBS, Julius Bar, Merrill Lynch and J.P. Morgan Asset Management. Frank has a Bachelor’s degree in Finance and Economics from The Max M. Fisher College of Business at The Ohio State University and he is a Certified ESG Analyst (CESGA).

陳思妤 Sylvia Chen

陳思妤 Sylvia Chen 陳思妤（Sylvia Chen）現任東方匯理（Amundi）亞洲區 ESG 研究主管，常駐新加坡。她領導亞洲地區的 ESG 研究與盡職治理，重點聚焦於能源轉型、氣候韌性與調適、以及影響力投資，涵蓋綠色、社會及永續債券。她亦負責將 ESG 融入投資框架與策略。 她的工作致力於連結永續目標與投資實踐、盡職治理及市場發展。對外方面，她透過參與國際能源總署（IEA）、新加坡永續金融協會（SSFA）及亞洲投資人集團氣候變遷協會（AIGCC），協助推進綠色與轉型金融發展，並擔任新加坡亞洲分類標準共同主席，參與相關制定工作。 加入東方匯理之前，陳思妤曾先後於倫敦及新加坡任職於法國巴黎銀行與新加坡華僑銀行，專長涵蓋債務資本市場、企業融資，以及擔保債券與永續債券架構設計。她持有倫敦政治經濟學院會計與金融碩士學位，以及英屬哥倫比亞大學商學士學位，會計與金融雙主修。 Sylvia Chen is Head of ESG Research, Asia at Amundi, based in Singapore. She leads ESG research and engagement across the region, with a focus on the energy transition, physical climate risk, adaptation and resilience, and impact investing, including green, social and sustainable bonds. She also oversees the integration of ESG insights into investment frameworks and policy. Her work connects sustainability objectives with investment implementation, stewardship, and market development. Externally, she helps shape green and transition finance through her involvement with the IEA, SSFA and AIGCC, and contributes as co-chair to the development of Singapore-Asia’s taxonomy. Prior to joining Amundi, Sylvia served in various roles in London and Singapore at BNP Paribas and OCBC Bank, with expertise in debt capital markets, corporate treasury, and the structuring of covered bond and sustainable bond programmes. She holds a Master’s degree in Accounting and Finance from the London School of Economics and a Bachelor of Commerce with a double major in Accounting and Finance from the University of British Columbia.

巫慧燕 Francine Wu

台灣影響力投資協會理事／中華民國退休基金協會第九屆理事長

巫慧燕 Francine Wu 巫慧燕女士為台灣資產管理與永續金融領域的重要領導人物，在施羅德台灣深耕逾二十年，歷任施羅德證券投資顧問公司總經理（2000–2008年）、施羅德證券投資信託總裁（2008–2019年）及董事長（2020–2022年）。任職期間，她同時擔任歐洲在台商務協會理事及資產管理委員會聯席主席，積極參與台灣資本市場的產業政策對話與跨境市場發展。 2022年底自施羅德退休後，巫慧燕女士持續以其專業深耕公共服務與影響力金融領域。現任職務包括：社團法人台灣影響力投資協會理事、中華民國退休基金協會顧問暨第九屆卸任理事長（任期2023–2026年），以及財團法人佛教蓮花基金會董事。她擔任財團法人中華民國證券暨期貨市場發展基金會（證基會）研究計畫主持人，主導「國際影響力投資基金發展策略與治理機制」研究專案，致力將國際最佳實踐引介並應用於台灣影響力投資生態系之政策建構。 巫慧燕女士持有美國Azusa Pacific大學國際管理碩士學位。 Francine Wu is a leading figure in Taiwan’s asset management and sustainable finance community, with over two decades of senior executive leadership at Schroders Taiwan. She served as General Manager of Schroder Securities Investment Consulting (2000–2008), CEO of Schroder Securities Investment Trust (2008–2019), and Chairman (2020–2022). During this period, she also served as Board Director and Co-Chair of the Asset Management Committee of the European Chamber of Commerce Taiwan. Since retiring from Schroders at the end of 2022, Francine has dedicated her expertise to public service and impact finance. She currently serves as Director of the Taiwan Impact Investing Association, Consultant and immediate Past Chairman of the Retirement Fund Association of the Republic of China (9th term, 2023–2026), and Board Director of the Lotus Hospice Care Foundation. In her capacity as Project Director at the Securities and Futures Institute (SFI), she leads a research initiative on international impact investment fund development strategies and governance mechanisms. She holds a Master of International Management from Azusa Pacific University, USA.

葉惠青 Huey-Ching Yeh

永豐餘投資控股董事長

葉惠青先生目前擔任永豐餘投控董事長，以其多年來在經濟與能源方面的專業，運用永 豐餘的生質能綠電，導入智慧能源系統，率領永豐餘轉型為氣候科技產業，提供淨零新 解方。葉惠青先生曾服務於公部門，先後出任經濟部能源局首任局長、台南市政府經發 局局長、新北市政府經發局局長、新北市政府副市長；他致力發揚綠色能源，推廣產業 滲透與技術升級，獲財團法人孫運璿學術基金會推選為「傑出公務人員」。 Mr. Huey-Ching Yeh serves as Chairman of YFY Inc., where he leads the company’s transformation into the climate technology sector. Leveraging his expertise in economics and energy, he integrates biomass-based green power with smart energy systems to develop innovative pathways toward net-zero emissions. Mr. Yeh previously held several senior public sector positions, including serving as Taiwan’s first Director-General of the Bureau of Energy under the Ministry of Economic Affairs (MOEA); Commissioner of the Department of Economic Development for both the Tainan City and New Taipei City Governments; and Deputy Mayor of New Taipei City. In recognition of his dedication to advancing renewable energy and industrial innovation, he was honored by the Sun Yun-suan Foundation as an Outstanding Public Servant.
