巫慧燕 Francine Wu

台灣影響力投資協會理事／中華民國退休基金協會第九屆理事長

巫慧燕 Francine Wu 巫慧燕女士為台灣資產管理與永續金融領域的重要領導人物，在施羅德台灣深耕逾二十年，歷任施羅德證券投資顧問公司總經理（2000–2008年）、施羅德證券投資信託總裁（2008–2019年）及董事長（2020–2022年）。任職期間，她同時擔任歐洲在台商務協會理事及資產管理委員會聯席主席，積極參與台灣資本市場的產業政策對話與跨境市場發展。 2022年底自施羅德退休後，巫慧燕女士持續以其專業深耕公共服務與影響力金融領域。現任職務包括：社團法人台灣影響力投資協會理事、中華民國退休基金協會顧問暨第九屆卸任理事長（任期2023–2026年），以及財團法人佛教蓮花基金會董事。她擔任財團法人中華民國證券暨期貨市場發展基金會（證基會）研究計畫主持人，主導「國際影響力投資基金發展策略與治理機制」研究專案，致力將國際最佳實踐引介並應用於台灣影響力投資生態系之政策建構。 巫慧燕女士持有美國Azusa Pacific大學國際管理碩士學位。 Francine Wu is a leading figure in Taiwan’s asset management and sustainable finance community, with over two decades of senior executive leadership at Schroders Taiwan. She served as General Manager of Schroder Securities Investment Consulting (2000–2008), CEO of Schroder Securities Investment Trust (2008–2019), and Chairman (2020–2022). During this period, she also served as Board Director and Co-Chair of the Asset Management Committee of the European Chamber of Commerce Taiwan. Since retiring from Schroders at the end of 2022, Francine has dedicated her expertise to public service and impact finance. She currently serves as Director of the Taiwan Impact Investing Association, Consultant and immediate Past Chairman of the Retirement Fund Association of the Republic of China (9th term, 2023–2026), and Board Director of the Lotus Hospice Care Foundation. In her capacity as Project Director at the Securities and Futures Institute (SFI), she leads a research initiative on international impact investment fund development strategies and governance mechanisms. She holds a Master of International Management from Azusa Pacific University, USA.

葉惠青 Huey-Ching Yeh

永豐餘投資控股董事長

葉惠青先生目前擔任永豐餘投控董事長，以其多年來在經濟與能源方面的專業，運用永 豐餘的生質能綠電，導入智慧能源系統，率領永豐餘轉型為氣候科技產業，提供淨零新 解方。葉惠青先生曾服務於公部門，先後出任經濟部能源局首任局長、台南市政府經發 局局長、新北市政府經發局局長、新北市政府副市長；他致力發揚綠色能源，推廣產業 滲透與技術升級，獲財團法人孫運璿學術基金會推選為「傑出公務人員」。 Mr. Huey-Ching Yeh serves as Chairman of YFY Inc., where he leads the company’s transformation into the climate technology sector. Leveraging his expertise in economics and energy, he integrates biomass-based green power with smart energy systems to develop innovative pathways toward net-zero emissions. Mr. Yeh previously held several senior public sector positions, including serving as Taiwan’s first Director-General of the Bureau of Energy under the Ministry of Economic Affairs (MOEA); Commissioner of the Department of Economic Development for both the Tainan City and New Taipei City Governments; and Deputy Mayor of New Taipei City. In recognition of his dedication to advancing renewable energy and industrial innovation, he was honored by the Sun Yun-suan Foundation as an Outstanding Public Servant.
