He retired from KPMG Taiwan effective on March 31, 2020. He provided services in auditing, accounting, tax, internal control, IPO advisory, and climate change and sustainability consultation when he was a partner at KPMG. He was the Chairman of the Taiwan CPA Association from 2015 to 2018 and has also served as the Chairman of the Taiwan AML Association. Currently, Charles is the Chairman of the Taiwan Impact Investing Association. Pioneering Impact Investing in Taiwan: The Journey of the Taiwan Impact Investment Association (TIIA) The TIIA, through its bi-monthly forums and annual international conferences, has introduced international impact investing concepts, shared international standards and best practices, and showcased global case studies in Taiwan. By benchmarking these against domestic developments, the TIIA has provided valuable insights for future growth. The second term of the TIIA’s board and supervisors will continue to uphold the association’s mission by building upon the successful models and activities established during the previous term. They aim to promote impact investing principles, introduce international best practices, and align with the core values of the United Nations Sustainable Development Goals (SDGs), placing greater emphasis on thematic exploration. Globally, impact investing is gaining momentum and has evolved into a mainstream trend. It not only delivers financial returns but also addresses pressing social and environmental challenges, paving the way for a better future for humanity. The association hopes that more individuals and organizations will focus on and actively engage in impact investing, working together to build a more sustainable and equitable world.

高麗雪 Rachael Kao

中國信託金控總經理

現任中國信託金控總經理，負責綜理金控經營管理、強化各子公司共營及協銷、協助業務發展暨推動企業永續發展。過去曾為集團內重要營運管理主管，歷任中國信託金控財務最高主管；並曾派任中國信託銀行子行日本東京之星銀行代表執行役專務，協助組織整併與人才優化等專案，提升營運效率；後於中國信託金控幕僚長任內，協助總經理協調各業務及功能單位營運管理。取得紐約市立大學柏魯克分校企業管理碩士學位。現任 PCAF 亞太區主席，協助國內外重要永續倡議之推動。現任台灣企業永續研訓中心 理事／現任台灣影響力投資協會 理事。Rachael Kao currently serves as the President at CTBC Financial Holding Co. Responsibilities include overseeing the management of the company, strengthening the synergy and cross-selling among subsidiaries, assisting in business development, and implementing corporate sustainability. Previously, Rachael Kao served as a key executive overseeing operational management within the group. She was appointed Chief Financial Officer of CTBC Financial Holding Co., and later became Chief Administrative Officer at Tokyo Star Bank, CTBC Bank’s subsidiary in Japan. In that role, she led organizational restructuring and talent optimization initiatives to enhance operational efficiency. She subsequently served as Chief of Staff at CTBC Financial Holding Co., assisting the President in coordinating the operations of various business and functional units. ・Received MBA degree from Baruch College, City University Of New York (CUNY). ・Currently appointed as the Chair of PCAF (Partnership for Carbon Accounting and Financials) Asia-Pacific region, facilitating the promotion of sustainable initiatives. ・Currently appointed as the Executive Committee Member of Center for Corporate Sustainability. ・Currently appointed as the Executive Committee Member of Taiwan Impact Investing Association.

黃思翰 Ng Sier Han

星展銀行（台灣）總經理

黃思翰是星展銀行（台灣）總經理。在此之前，黃思翰為星展銀行（台灣）企業合併專案負責人，負責星展整併花旗在台消費金融業務的工作，成為台灣最大外商銀行。 調任台灣之前，黃思翰自 2019 年起擔任星展集團金融機構部負責人，負責在全球各地與銀行、機構投資者和保險客戶的關係發展。在他的領導下，金融機構業務在主要市場，包括新加坡、大中華區及英國均強勁成長。 黃思翰於2004年加入星展成為儲備幹部，任職星展金融市場暨流動資金管理處，進而擔任該處結構性融資部主管。 黃思翰為美國哥倫比亞大學理學碩士，並擁有康乃爾大學資訊工程學士學位。 Ng Sier Han is General Manager and Chief Executive Officer of DBS Bank (Taiwan). Prior to his current role, Sier Han was Integration Director of DBS Taiwan where he oversaw the successful integration of Citi’s consumer banking business, which resulted in DBS becoming the largest foreign bank in Taiwan by assets. Before relocating to Taiwan, he was Head of DBS’ Financial Institutions Group, a role he held from 2019. In this role, he was responsible for leading the development of relationships with banks, institutional investors and insurance clients across the global franchise. Under his leadership, the Financial Institutions Group franchise registered significant growth in income across key capital markets, namely, Singapore, Greater China and the United Kingdom. A career banker, Sier Han joined DBS in 2004 as a Management Associate, He started his career in Treasury and Markets and was eventually Head of Credit Structured Products. Sier Han holds a Master’s degree in Financial Engineering from Columbia University as well as a Bachelor’s degree in Computer Science from Cornell University.

程淑芬 Sophia Cheng

程淑芬小姐目前擔任國泰金控投資長，參與國泰集團投資與經營策略之規劃，具備三十年資本市場實務經驗。 在加入國泰金控以前，程投資長任職美林環球投顧董事長暨台灣區研究部及國內金控高階主管，專精金融產業營運策略，並致力於推動金融市場改革，對於銀行、證券及保險業之深入研究居台灣首屈一指之標竿地位，受國際投資人及政府重視。 程淑芬小姐亦積極推動國泰金控參與國際氣候變遷相關組織及倡議活動，目前擔任亞洲投資人氣候變遷聯盟(AIGCC)主席，推動亞洲機構投資人重視氣候變遷議題。 程小姐多年來不遺餘力推動企業邁向永續發展，其貢獻受到肯定，於2019年獲頒「亞洲頂尖永續超級女性」(Asia’s Top Sustainability Superwomen)獎項，並獲選「2021年全球50位資產管理頂尖女性」(Global Top 50 Women in Investment Management)，2022年亦獲頒「 台灣永續傑出人物獎」。 程投資長積極貢獻產業與永續發展政策，除擔任過行政院政務顧問、行政院國家永續發展委員會委員、國家發展委員會諮詢委員之外，目前也是總統府國家氣候變遷對策委員會委員、未來地球中華民國委員會(Future Earth Taipei)委員、台灣影響力投資協會副理事長，以及女科技人學會理事。 程淑芬小姐擁有台灣國立台灣大學大氣科學學士、美國舊金山金門大學的財務銀行碩士學位。 Sophia Cheng is the Chief Investment Officer of Cathay Financial Holdings and also acts as Chair of Asia Investor Group on Climate Change (AIGCC). Sophia has 30 years of experience in research and investment with last position acting as Chairman and Head of Research of Merrill Lynch Taiwan. Sophia is highly regarded by the government. She is well known for her work in financial sector research and her proactive participation in forming government policies. Sophia has been actively promoting Corporate Sustainability and Responsible Investment in Taiwan. Currently, she acts as the Vice Chair of Taiwan Impact Investment Association (TIIA). Sophia is also a member of the National Climate Change Committee of the Presidential Office, a member of the Future Earth Taipei Committee and a director of the Society of Taiwan Women in Science and Technology. Sophia was selected as 2019 Asia’s Top Sustainability Superwomen, 2021 Global Top 50 Women in Investment Management and 2022 Taiwan’s Outstanding Corporate Sustainability Professionals. Sophia holds M.S. in finance-banking from Golden Gate University, San Francisco, California and B.S. in Atmospheric Sciences from National Taiwan University.

李文修 Lee Woon Shiu

He previously served as Managing Director and Head of Wealth Planning, Trust & Insurance at Bank of Singapore and its predecessor, ING Asia Private Bank. Woon Shiu has a proven track record in leading wealth planning teams and delivering innovative estate, succession planning, and insurance solutions to high net-worth families globally. His efforts have earned accolades for Best Bank in Wealth Transfer/Succession Planning and Family Offices. Woon Shiu has also been recognised as a Top Gun in family offices for his expertise in advising multi-generational ultra high net-worth families on family governance and philanthropy strategies. He also serves on the boards of DBS Trustee Limited and DBS Foundation.

游欣慧 Sophie You

副總經理｜中信金控風險管理部

游欣慧 Sophie You 副總經理, 中國信託金融控股公司 Senior Vice President , CTBC Financial Holding Co., Ltd. 游欣慧於金融業擁有逾二十年的風險管理經驗，現負責金控層級的集團風險控管，涵蓋信用、市場、國家及作業風險等面向，並致力於將氣候與自然相關風險納入集團風險管理架構。她於中信金控帶領團隊盤查投融資組合之財務碳排放、推動制定符合國際標準的減碳路徑，並統籌各子公司的氣候與自然相關揭露實務。 在推動臺灣永續金融政策方面，游欣慧參與主管機關多項專案，包括設計銀行業氣候變遷壓力測試框架、共同撰寫氣候相關風險管理實務手冊，並且協助建置專為金融業開發的氣候實體風險資料平台。 游欣慧擁有國立臺灣大學財務金融碩士與工業工程碩士雙學位。她取得全球風險專業人士協會（GARP）認證的金融風險管理師（FRM）及永續與氣候風險專業人員（SCR®）資格，亦取得 CFA 協會頒發的 ESG Investing證書。 Sophie You is a risk management professional with over 20 years of experience in the financial services industry. She oversees group-wide risk management across credit, market, country, and operational risks, while leading the integration of climate and nature-related risks into enterprise risk framework. At CTBC, she leads to inventory financed emissions covering lending and investment portfolios, develop decarbonization pathway aligned with international standards, and align ESG disclosure practices across subsidiaries. In collaboration with Taiwan’s Financial Supervisory Commission (FSC), Sophie contributed to the development of the climate stress testing framework for banks, co-authored the handbook on climate-related risk management, and led the creation of local climate physical risk data platform tailored for financial institutions. Sophie holds two master’s degrees – a Master of Finance and a Master of Science – from National Taiwan University (NTU). She is a certified Financial Risk Manager (FRM) and Sustainability and Climate Risk (SCR) professional by the Global Association of Risk Professionals (GARP). She also holds the CFA Institute Certificate in ESG investing.

Fumi Sugeno 菅野文美

Global Head｜Japan Social Innovation and Investment Foundation

Global Head, Japan Social Innovation and Investment Foundation (SIIF) Fumi currently develops and oversees SIIF’s global partnerships to promote systems change in SIIF’s focus areas and transition to the Impact Economy. Fumi is an investment committee member of an impact investment fund (HATARAKU Fund) focused on the future of work, childcare, and elderly care support, which was established with Shinsei Bank Group and Mizuho Bank. Prior to joining SIIF, Fumi was a business consultant and ESG analyst at the Japan Research Institute, supporting Japanese corporations to initiate impact businesses and impact investments. Before that, she worked at the Dexia Credit Local Tokyo Branch as a Credit and Operational Risk Officer. She started her career at an International NGO, Plan China, conducting impact evaluations and making policy recommendations for education in rural China. Fumi holds a BA from the University of Tokyo and an MA in International Affairs from Columbia University.
